According to
the graphic below from Governing.com New York State has seen a substantial decline in its combined state and federal prison population over the last decade. From 2000 to 2010, the total prison population dropped about 20% in New York State, from roughly 70,00 to about 56,000. You can also see in the graphic that the prisoner population dropped between 2009 and 2010, as well.
