The 2020 Census is fast approaching and many residents of Herkimer and Oneida Counties may find themselves wintering elsewhere when Census Day, April 1st, 2020, arrives!<br />

Don't make the mistake of being counted Florida, or Arizona, or any other state than New York !<br />
<br />
According to Census Bureau regulations, ALL people living in the US are to be counted "where they usually reside." Your "usual residence" means where you stay the majority of the year - think of it as where you stay for at least six months and one day.<br />
<br />
For many of our residents this mean Herkimer and Oneida Counties! While you may spend a couple months sheltering from the winter in Florida, you spend most of the year enjoying all that upstate New York and the Mohawk Valley has to offer!<br />
<br />
By making sure that you fill out your census form with your local Herkimer County or Oneida County address, you ensure we get our fair share of federal transportation aid, medicaid, educational support and much, much more. It also helps us all get the fair representation in Washington that we need and deserve!<br />
<br />
So when Census 2020 comes around on April 1st, remember YOU COUNT IN HERKIMER AND ONEIDA COUNTIES!<br />

Since the 2010, the median age of residents in the County has increased from 42.2 years of age or 43.7 years of age.<br />
<br />
Of the nearly 63,000 people that live in Herkimer County, more than a quarter (26%) are age 60 or older. The vast majority of these older residents (96%) live in households; less than 600 currently live in group quarters such as nursing homes, etc., located within the county.<br />
<br />
The types of households older people live in can be broken into two categories: family households and nonfamily households.<br />
<br />
Family Households typically involve (a) a married couple who may be living with other relatives such as their children; (b) a female headed household with no husband present, or (c) a male headed household with no wife present.<br />
<br />
About 56% of all residents 60 or older live in family households. The graphic below shows the current distribution among those 60 years old or older among Family Households.<br />

NonFamily Households are typically either a person living alone, or someone living with another person who isn't their spouse and is also a non-relative. About 44% of the County's population age 60 and over live in NonFamily Households. <br />
Looking at the chart below, the data comes from two sources. The first, represented by the dotted line, are the population estimates for Herkimer County over the last 20 years. The Population Estimates program is run by the Census Bureau and provides an annual "estimate" of the population based largely on the number of local births, deaths, and migration that occurred within, in this case, Herkimer County.<br />
<br />
The second source of data are the two spikes - one for the 2000 Census and one for the 2010 Census. These come from the census counts (which in reality are technically estimates as well) which were produced as a result of the massive decennial census efforts. A similar effort will be part of the 2020 Census.<br />
<br />
If you look at the estimates in the chart below (the dotted lines) it's interesting how, over the 10 year span between decennial censuses these estimates appear to follow a pattern. As the decade progresses, the estimates seem to have had an historical tendency to undercount Herkimer County's population.<br />

The difference between the 1999 Estimate and the 2000 Census is around 1.7%. This suggests that the estimate program was off by as many as a thousand people from what the actual population (as determined by the 2000 Census) was.<br />
<br />
And again, after what appeared to be a decade of declining population between 2000 and 2009, lo and behold, the 2010 decennial census shows that the county population had risen slightly from the prior decennial number. The Estimate for 2009 was more than 2,200 people short of what was found in the 2010 Census, and underestimate of nearly 4% .<br />
<br />
So now we come to 2018 and the most recent population estimate in the chart. The 2018 estimate suggests Herkimer County has lost as many as 2,700 people since the 2010 Census - BUT IS THIS ACCURATE? Historically, the estimates data has a track record of underestimating the county's population. The reasons for this are not clear, but the pattern is troubling.<br />
<br />

They may have difficulty affording necessities such as food, clothing, transportation and medical care because so much of their income is needed for direct housing costs.</span></span><br />

For example, more than three out of every four households (77%) where household income is $20,000 or less are cost burdened - they spend more than 30% of their income of housing costs. But among households where their income is between $50,000 and $75,000 less than one in ten (8%) are cost burdened - households with greater income levels are less likely to spend 30% or more of their income on housing.</span></span><br />

As the chart below shows with the green bars, small families of only two people tend to have lower median family incomes than other families.<br />
<br />
Of course families of two might be two young people just starting their careers, so their income earnings tend to be lower than well established workers. On the other hand, two person families also tend to be people age 65 and older - people who may well be living on retirement incomes which are often significantly lower than what they earned during their prime working years.<br />
<br />
Looking at the red line in the graph, you can see that the most common size family are exactly this group. Nearly half (49%) of Herkimer County families are comprised of two people. About a quarter more families (24%) are made up of three members. Only 4% of all families have 6 or more members living together.<br />

First, note that about 1 in 3 households (35.7%) of all households are nonfamilies - that is they are either a single person living alone, or someone living with one or more other non-related people. The remaining 64.3% of households in Herkimer County are families - related people, by birth or by marriage, living together.<br />

Second, within each category (nonfamilies and families) there are further breakdowns. Within families you can see the overall percentage of households that are comprised of married couples or single parents. You can also see how many households within the nonfamilies are people living alone, or those living with other nonrelatives.<br />

Technically the definition goes something like this - Census designated places (CDPs) are closely settled, named, unincorporated communities that generally contain a mixture of residential, commercial, and retail areas similar to those found in incorporated places of similar sizes. Got it ?</span><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><span style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;">Let's look at this a little more closely. First, they are closely settled, meaning that CDPs have multiple residents that are housed (in some sense) relatively close to one another. Second, they are unincorporated, meaning that they are NOT a village. Villages already get special consideration in the census. Often, CDPs are what might be called "hamlets", although that designation does have a special connotation to it as well in New York. Third, they contain a mixture of residential, commercial and retail areas. This isn't a strict requirement but it would bolster the argument for creating or selecting an area as a CDP.</span><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><span style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;">Probably MOST important in the process is the fact that they are NAMED ! So if you were to say "I'm heading to CDPville," people would know pretty much exactly where you were talking about. The names are something that are commonly used to describe the location in question.</span><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><span style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;">The best example of a CDP (at least since the 2010 census was conducted) is Old Forge in northern Herkimer County. Old Forge is NOT a village - it is not incorporated as such. Yet people know exactly where you mean if you say you are heading to Old Forge. It also has a nice mix of residential, commercial and retail areas. And clearly, it is closely settled. So Old Forge was a perfect spot for the creation of a CDP in order to gain census data about that specific area.</span><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><br style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;" /><span style="background-color: #fff9ee; color: #222222; font-family: Georgia, Utopia, "Palatino Linotype", Palatino, serif; font-size: 15.4px;">Oh course the devil is always in the details - and specifically that means the details of EXACTLY what you include when you designate the place as Old Forge. For example, should it include Thendara ? Or should it stop on its southern border at the Moose River ? And how far north does it stretch, to say nothing about east and west? Regardless, through conversations with locals and the Census Bureau, a boundary was arrived at. As a result, there is now census data available for the CDP of Old Forge !</span><br />

An area's economic and social characteristics have significant effects on
its development and need for various types of public programs. To provide
policy-relevant information about diverse county conditions to policymakers,
public officials, and researchers, the USDA Economic Research Service has
developed a set of <a href="http://www.ers.usda.gov/data-products/county-typology-codes/descriptions-and-maps.aspx#lowed">county-level typology codes that captures a range ofeconomic and social characteristics</a>.
<br />
<br />
The 2015 County Typology Codes classify all U.S. counties according to six
mutually exclusive categories of economic dependence and six overlapping
categories of policy-relevant themes. The economic dependence types include
farming, mining, manufacturing, Federal/State government, recreation, and
nonspecialized counties. The policy-relevant types include low education, low
employment, persistent poverty, persistent child poverty, population loss, and
retirement destination.<br />
<br />
What’s interesting about the typography is as much what it DOESN’T show as
what it does when it comes to Herkimer County. The six economic dependence
categories are defined as follows:<br />
<br />
<ul>
<li>Farming County: Farming accounted for at 25% or more of the county's
earnings or 16% or more of the employment averaged over 2010-2012.</li>
<li>Mining County: Mining accounted for 13% or more of the county's earnings or
8% of the employment averaged over 2010-12.</li>
<li>Manufacturing County: Manufacturing accounted for 23% or more of the
county's earnings or 16% of the employment averaged over 2010-12.</li>
<li>Federal/State Government County: Federal and State government accounted for
14% or more of the county's earnings or 9% or more of the employment averaged
over 2010-2012.</li>
<li>Recreation County: Recreation designations were based on three measures.</li>
<ul>
<li>Percentage of wage and salary employment in entertainment and recreation,
accommodations, eating and drinking places, and real estate as a percentage of
all employment reported by the Bureau of Economic Analysis;</li>
<li>Percentage of total personal income reported for these same categories by
the Bureau of Economic Analysis; and</li>
<li>Percentage of vacant housing units intended for seasonal or occasional use
reported in the 2010 Census</li>
</ul>
<li>Nonspecialized County: The county was not a farming, mining, manufacturing,
government-dependent, or recreation county.</li>
</ul>

Given those definitions, Herkimer County was tagged by the USDA as a “Recreation
County”.<br />

When it came to the policy-relevant typography of low education, low
employment, persistent poverty, persistent child poverty, population loss, and
retirement destination, none of these social characteristics met the minimum thresholds
for the USDA when examining Herkimer County. That does NOT mean that these
issues don’t exist or have serious consequences deserving of being addressed.<br />
<br />
Methodologically, <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">low-education</span></b> (2008-12), <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">low-employment</span></b> (2008-12), <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">persistent poverty</span></b>
(1980, 1990, 2000, 2007-11), <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">persistent child poverty</span></b> (1980,
1990, 2000, 2007-11), <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">population loss</span></b> (1990, 2000, and 2010), and <b><span style="font-weight: normal; mso-bidi-font-weight: bold;">retirement destination</span></b>
(2000 and 2010) classifications were all based on census data from the years in
parentheses after their names. They were defined as follows.<br />
<ul>
<li>Low Education: At least 20% or more of the residents age 25 to 64 did not
have a high school diploma or equivalent between 2008-12.</li>
<li>Low Employment: Less than 65% of residents age 25-64 were employed in
2008-12</li>
<li>Persistent Poverty: A county was classified as persistent poverty if 20
percent or more of its residents were poor as measured by the 1980, 1990, and
2000 decennial censuses and the American Community Survey 5-year estimates for
2007-11.</li>
<li>Persistent Child Poverty: A county was classified as persistent related
child poverty if 20 percent or more of related children under 18 years old were
poor as measured by the 1980, 1990, and 2000 decennial censuses and the
American Community Survey 5-year estimates for 2007-11. See the Census Bureau

<li>Population Loss: Number of residents declined between the 1990 and 2000
censuses and also between the 2000 and 2010 censuses.</li>
<li>Retirement Destination: Number of resident 60 and older grew by 15 percent
or more between 2000 and 2010.</li>
</ul>

In none of these cases did the data meet the thresholds set up by the USDA,

an easy thing to do. No official numbers exist for small localities – typically cost of living data covers large, rather diverse, areas. For Herkimer County,

of these. They assess the total cost of living in an area by looking at
groceries, healthcare, housing, utilities, transportation and miscellaneous

housing and/or services for the residents. This is not a typical household-type
living arrangement. These services may include custodial or medical
care as well as other types of assistance, and residency is commonly restricted
to those receiving these services. People living in group quarters are usually
not related to each other.</span><br />

<span style="font-family: "times new roman" , "serif";">For our region, the group quarters population has ebbed and flowed, and in the end, over the last 40 years, it has not actually changed a lot in terms of the total numbers of people living in these facilities. Group quarters can be classified into two large categories: Institutionalize GQs, and Non-Institutionalized GQs. </span><br />

<li><span style="font-family: "times new roman" , "serif";">Institutionalized GQs include </span>facilities for people under formally authorized, supervised
care or custody at the time of interview, such as correctional
facilities, nursing facilities/skilled nursing facilities, in-patient
hospice facilities, mental (psychiatric) hospitals, group homes for
juveniles, and residential treatment centers for juveniles.</li>

<span style="font-family: "times new roman" , "serif";">These two components have seen very different changes over the last 40 years. The light green area represents the Institutionalized GQ population for the region. While it dropped significantly from 1970 to 1980, it then began climbing through the year 2000; in the last decade it then saw another substantial drop. In contrast, the Non-Institutional GQ population, represented by the orange bars, has seen a pretty steady rise since the 1970s in the region.</span><br />

<span style="font-family: "times new roman" , "serif";">What might the differences in these changes be attributed to? Further analysis of the GQs populations suggest several things have impacted both components.</span><br />
<br />
<span style="font-family: "times new roman" , "serif";">In terms of the Institutionalized GQ population, changes in mental health laws in the 1970s resulted in the release of large numbers of mental health patients from institutional care, thus driving down the numbers for Institutional GQs between 1970 and 1980. Subsequent to that there was a large growth in incarcerated persons, and hence the growth between 1980 and 2000 can partly be attributed to rising prison and jail populations. By around 2000, there was also the impact of the "baby boom" generation as people in that generation began to entire a phase of life where institutional care became needed in some cases. Interestingly, by 2010 baby boomers indeed are beginning to be felt in terms of long term care facilities such as nursing homes. At the same time however, New York State has begun reducing its prison population and as a result the region experienced the closure of correctional facilities. This conflicting push-pull (the growth of baby boomer need for facility access, and the reduction of correctional facilities) seems to have resulted in a temporary lull in institutional demand overall in the last decade.</span><br />

<span style="font-family: "times new roman" , "serif";">In contrast, the growth of Non-Institutional GQ populations is quite straight forward. Based on census data, college dormitory populations have more than doubled in the last 40 years clearly driving the steady growth of this component. Between 1970 and 2010, college dormitory populations grew by more than 130%. </span><br />

<span style="font-family: "times new roman" , "serif";">So while the overall regional GQ population is still very similar to what it was in 1970, its components, and the underlying parts of those components, have changed considerably.</span>
